Dominica plans a project entitled Atlantic Marine Park, this historical monument is dedicated to the International Year of the Ocean.The Scots Head-Soufriere peninsula of Dominica presents and excellent setting for the development and implementation of this project. In addition to the symbolic significance , the proposed project zone is very rich in marine resources and phenomena, history, unique vegetation, evidence of the island's volcanic origin, spectacular sceneries, and a warm and friendly people. Most significantly the proposed project has tremendous potential for the conservation and preservation of the natural , historical, archaeological, and cultural resources of the project site, and will be of economic benefit to the local community, Dominica's tourism as a whole and for other Caribbean islands.

The Great Caribbean Dive Wall Known as la Beam, the underwater volcano of Soufriere, the Champagne Area, and a variety of tropical fishes and corals are among the fascinating marine attractions of the peninsula. These resources have become famous among international diving enthusiasts. The historical resources of the proposed Monument include the ruins and estate lands of the world famous Roses lime juices, the ruins of the British built seventeenth century Fort Cachacou, and the legendary empress Josephine Plantation House at Bois Colette.

The proposed project site will serve as an excellent "outdoor laboratory and museum" for primary and secondary school students for a range of subject areas such as social studies, terrestrial and marine ecology, biology, history and geology to name a few. Such an "outdoor laboratory and museum" will be one of the useful avenues for introducing the future leaders of Dominica to the values, merits, ethics, and concepts of conservation and sound environmental management. This project, while of great relevance to Dominica, does have a high level of significance and relevance to the rest of the Caribbean community, CARICOM.
