This is to bring to your attention the fact that the final draft of:: 
The Integrated, Strategic Design Plan for the Coastal Ocean Observations Module of the Global Ocean Observing System 
is now available on the GOOS Web site at:  http://ioc.unesco.org/goos/COOP-4/coop4.htm .

This draft is the product of the work of the Coastal Ocean Observation Panel (COOP) of GOOS, and has been extensively peer-reviewed by a large number of experts in the wider community.

Although the plan has been extensively reviewed, the door is open for people to provide significant final comments before November 14.
