The Health of the Oceans (HOTO) Panel

 
The objectives of the HOTO Module of GOOS were to provide a basis for the assessment of the state and trends in the marine environment regarding the effects of anthropogenic activities, including, inter alia, increased risk to human health, harm to marine resources, alterations of natural change and general ocean health.

Central to the objectives and terms of reference of the HOTO Panel was a definition of the term "Health of the Ocean" and identification of the environmental health criteria, or biological indices, that could serve as early warning signs of change in the quality of marine environment.

The last chairman of the Panel was Dr. Anthony Knap

HOTO-V represented the last meeting of the GOOS Health of the Oceans Panel. The panel would henceforth be replaced by the Coastal Ocean Observations Panel (COOP).
