A regional contribution to GOOS in the Western Indian Ocean
Project Preparation Timetable
1. May 1997: First planning meeting, Mauritius - development of project outline and objectives. 2. June-September 1997: Distribution of meeting report; request for indication of potential willingness to participate; expanded survey request for additional background information (Action: Secretariats and agencies). 3. June-December 1997: Development of CAL concept as applied to Nairobi course - formulation of detailed proposal (Action: Secretariats and COMET) 4. September-December 1997: Compilation of responses and preparation of a data base of detailed background information (Action: Secretariats). Preparation of project outline and strategy document, submission to potential donor(s) (e.g. UNDP) for indications of interest and provision of initial limited support (seed money) for survey mission and preparation of detailed proposal (Action: Secretariats and regional expert).
5. January-April 1998: Survey mission to region to complete and update background data base and articulate specific and detailed analysis of users and user requirements; preparation of draft project documents for each country and/or as a regional project, taking into account potential donor funding strategies (Action: WMO/IOC consultant(s)). Review of CAL course concept (Action: Secretariats and agencies).
6. May- August 1998: Circulation of draft project document(s) to agencies and institutions in the region for comment/amendment (Action: Secretariats and agencies). 7. Last half 1998: Second IPM to agree overall project and individual project documents (Action: Secretariats and participating agency). 8. First half 1999: Project documents submitted to funding agencies by governments and/or Secretariats (Action: regional governments and Secretariats).
