The directory is intended to improve and accelerate international information exchange and rapid access to experts who can respond quickly to these outbreaks and thus help reduce the consequences to fisheries and public health.

The first edition of this directory was published in 1990 by Woods Hole Oceanographic Institution Sea Grant program. The second edition was a cooperative effort by the U.S. Department of Commerce, U.S. NOAA National Marine Fisheries Service, U.S. Northeast Fisheries Science Center, and the Harmful Algal Bloom Programme of the IOC. The Third edition which provide the basis or the WWW version was prepared by the IOC Science and Communication Centre on Harmful Algae, University of Copenhagen, Denmark.

The diretory is compiled from surveys distributed in 1993,1994, and 1996. After the introduction of the Directory to the WWW the Directory can be currently updated and amended. A new general survey to update the Directory is planned. The Directory is by no means comprehensive, but it is hoped that all user will help correct mistakes and encourage colleagues to join the Directory.
