Headquarters
The Regional Secretariat was formally established in Cartagena de Indias, Colombia,
in 1988 when the Headquarters Agreement between UNESCO and the Government of Colombia was
signed and ratified by the Congress. However, operations began some time earlier, in 1986,
when the Senior Assistant Secretary for IOCARIBE was transferred to Cartagena. Since then,
it has been operating continually.
The stability of the Secretariat in one fixed location is very favorable for the working
condition, as compared to the previous inconvenience cause by transferring the Secretariat
to the home country of the Chairman, during the experimental IOCARIBE Association period
(Trinidad & Tobago and Costa Rica).
Cartagena de Indias is a city with most facilities and infrastructure required to operate
an office with the characteristics of the IOCARIBE Secretariat. A number of local marine
academic and scientific institutions provide support and foster the activities of the
Secretariat. The space and facilities provided by the host government have been
sufficient, and expansion in the same building is possible to some degree if required.
The Sub-Commision has its Headquarters in Cartagena de Indias, Colombia on the mezzanine floor of the
historic Casa del Marques
de Valdehoyos, within the walled city (Ciudad Amurallada) Day to day
activities are administered through a Regional Programme Office of IOC which
serves the Secretariat of IOCARIBE.
The office is usually open 08:00 - 12:00 and 14:00 - 18:00 EST, Monday through Friday.
