COUNTRY PROFILES ¯
Contain information regarding the marine research
and education capacity of countries in the region, including their national
marine policies and plans, and their domestic institutional structure for
internal communication, coordination and promotion of marine and coastal
sciences.
The Country Profile collects the information required to make decisions
on the development of marine and coastal sciences and related services.
The country profiles focus on the following questions:
- What capacity does the country possess to conduct research at national level and for its
own needs?"
- What are the real needs and questions to be answered for each country's marine affairs?
- What assistance does the country need to carry out its necessary research?
- What role does marine science play within the national priorities of each country?
- Which is the best way for each country to fulfill its requirements for marine science
capacity?
The Country Profiles includes the national projects of size and subject
relevant to regional problems and interests.

REGIONAL
PROJECTS ON OCEAN AND COASTAL RESEARCH AND RELATED SERVICES. ¯
Projects are the "productions units"
for the creation of knowledge. This is the vehicle for the development of national
capacities. This occurs through the active participation of
Member States, institutions and experts, concerted under the auspices
of IOCARIBE.
The regional projects are the basic operational elements
that enable IOCARIBE
to achieve its twin goals of:
- regional contribution to global programmes of IOC; and,
- fulfilling the interests and needs of the countries in the region.
Each regional project implies the creation of a Cooperative
Implementation Network (CIN). Each project is a singular operational
unit and has its own budget, administered by the Regional Secretariat under
the guidance of the Steering Group of Experts (SGE) and the Regional
Project Coordinator (RPC) as leader and manager of the project.
Following the postulate of decentralization and separate management,
these projects are all in different stage of maturity and at different degrees of
implementation and financing.
