Challenges and Strategies for Achieving Integrated Management of Coasts and Oceans:
Examining Experiences in the Implementation of Chapter 17 of Agenda 21
Introduction
This international workshop is aimed at high-level officials from national and
sub-national authorities who are involved in preparing integrated coastal management (ICM)
laws, institutions and plans at national and sub national governments. The workshop will
examine national experiences in implementing the prescriptions of Chapter 17 of Agenda 21.
The venue of the workshop is especially appropriate since Korea has created a new Ministry
of Maritime Affairs and Fisheries (MOMAF), which incorporates a number of marine-related
functions previously found in different ministries: ports, shipping, fisheries, coastal
management, marine environment conservation and ocean sciences. MOMAF is presently playing
a key role in institutionalizing the ICM concept at the national level such as enacting a
ICM law and formulating ICM plans.
Goal
of the Workshop
The goals of the workshop are to share the experiences obtained from implementation of
the institutional prescriptions found in Chapter 17 of Agenda 21 relating to oceans and
coasts and to identify strategies for:
National
context
Implementation of the chapter 17 recommendations for the creation
of national coordination mechanisms to achieve integrated coastal and ocean management and
the creation of similar mechanisms at sub-national levels (provincial, local)
- Establishment of effective mechanism for linking the actions of national
and sub-national levels of governments on ocean and coastal management
- Implementation of the principles of transparency and participation in decision-making
about oceans and coasts at all levels of governments
International context
Coordination and harmonization of the ICM
activities being carried out through the separate processes of implementation of Agenda
21: the Framework Convention on Climate Change; the Convention on Biological Diversity;
the Global Programme of Action on Protection of the Marine Environment from Land-Based
Activities; the International Coral Reef Initiative; and the Programme of Action on the
Sustainable Development of Small Island Developing States.
