Observations Programme Area (OPA)
The Observations Programme Area is primarily responsible for the development, coordination and maintenance of moored buoy, drifting buoy, ship-based and space-based observational networks and related telecommunications facilities. It also monitors the efficiency of the overall observing system and, as necessary, recommends and coordinates changes designed to improve it. It has inherited lead responsibility for a number of important and well-established observational programs, which are managed by bodies that now report through JCOMM.

Network status
A system analysis of JCOMM networks has been compiled by the OPA Coordination Group. The analysis recognizes the contributions of 64 nations to the integrated ocean observing system, and measures the status of the system against implementation targets for individual observing elements.

The JCOMM in-situ Observing Platform Support centre (JCOMMOPS) maintains real-time maps and statistics on the status of the following networks:
- The Data Buoy Cooperation Panel (DBCP) including surface drifting and open ocean moored buoys
- The Ship of Opportunity Programme (SOOP) of the Ship Observations Team (SOT) XBT measurements
- The Global Sea Level Observing System (GLOSS) tide gauges
- The Argo network of sub-surface profiling floats
