Second Leadership workshop for heads of institutes in the Western Indian Ocean held in Zanzibar, 25-28 October 2006

Resolution XXIII-11 of the IOC Assembly in June 2005, on the implementation plan for capacity-building instructs the IOC secretariat to conduct "innovative leadership workshops for heads of institutions in realizing their vision for capacity-building".


IOC, in collaboration with NEPAD COSMAR and the Western Indian Ocean Marine Science Association (WIOMSA), organised the second leadership workshop for directors of marine science institutes of the Western Indian Ocean region. This workshop was a follow-up to the first leadership workshop held in Maputo, Mozambique, in October 2005. Directors and scientists from Kenya, Tanzania, Mozambique, South Africa, Seychelles and Mauritius participated in the workshop.

During the workshop, a separate session on Marine Action Planning was held. During this session, directors and scientists from the region discussed regional priorities in marine issues and the way forward in developing institutional capacity to take an active role in providing science-based solutions to their countries on these urgent issues. This was an exciting discussion where regional marine science leaders laid the ground for new capacity development activities of which institute directors have ownership from the very start.

The discussion strongly emphasized the need to focus on coastal issues. Use of modelling tools to better understand coastal processes was seen as one area where enhancing institutional capacity would provide great benefit on urgent marine issues. Developing such capacity would also be a great opportunity to address two other identified priorities: enhance networking between institutions, and deliver high quality science that is both relevant and applicable to local issues. Participants also agreed to work towards developing a common regional stand for global marine issues.
